An Act to Fix the Number and Regulate the Terms of Office of the Trustees of the South Carolina College, the Winthrop Normal and Industrial College of South Carolina, and the Board of Visitors for the South Carolina Military Academy, and to Limit the Compensation of the Same.

Section 1. Be it enacted by the General Assembly of the State of South Carolina, That the Board of Trustees of South Carolina College and the Winthrop Normal and Industrial College of South Carolina, shall each be composed of the Governor of the State, the Superintendent of Education, and the Chairmen of the Committees on Education of the Senate and House of Representatives, who shall be members ex officio of each of said Boards, and seven other members, each to be elected by the joint vote of the General Assembly, as hereinafter provided. And the Board of Visitors of the South Carolina Military Academy shall be composed of the Governor of the State, the Adjutant and Inspector General, the State Superintendent of Education, and the Chairmen of the Military Committees of the Senate and House of Representatives, who shall be members ex officio of said Board, and five others to be elected, by the joint vote of the General Assembly as herein provided, who shall be graduates of said Academy. The regular terms of office of the elective members of each of the aforesaid Boards of Trustees of the South Carolina College, and the Winthrop Normal and Industrial College of South Carolina, shall be six years, after the first election, in which the terms of office of those elected therein shall be two years, two for four years, and three for six years, on each of said Boards, these terms in each of said Boards to be determined by lot after said elections; except in the case of the Board of Visitors of the South Carolina Military Academy after the, first election, in which the terms of office of those elected shall be one for two years, two for four years, and two for six years, to be determined by lot after said election. The terms of the elected members in each of said Boards shall date from the first day of February, A. D. 1900; and the General Assembly shall hold elections every two years to fill vacancies as they occur in any of said Boards by the expiration of terms of office. In all cases where there is a vacancy in any of said Boards of Trustees, the Governor shall be empowered to fill same by appointment until the next session of the General Assembly.

Sec. 2. That all the powers, duties and responsibilities imposed by law upon the Board of Trustees of the South Carolina College, upon the Boards of Trustees of Winthrop Normal and Industrial College, and upon the Trustees and Board of Visitors of the South Carolina Military Academy, shall, by this Act, be devolved respectively upon the Board of Trustees of said institutions organized under the provisions of this Act.

Sec. 3. That each of the members of said Boards of Trustees shall receive as compensation for services and attendance on the meetings of said respective Boards, as now required by law, actual expenses.

Sec. 4. That the provisions of this Act shall go into operation on the first day of February, A. D. 1900.

Sec. 5. That all Acts and parts of Acts inconsistent with this Act be, and the same are hereby, repealed.
