Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That an Act to incorporate the Board of Visitors of the Thornwell Orphanage and to authorize the Clinton Presbyterian Church to transfer certain property to the same, ratified 24th December, 1888, be amended so that the same shall read as follows:

"Section 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That William P. Jacobs, Pastor, M. S. Bailey, R. S. Phinny, and other Elders, and A. M. Copeland, G. C. Young and others, Deacons of the Clinton Presbyterian Church, and their successors in office duly appointed, together with any seven persons appointed by the Synod of South Carolina, five persons by the Synod of Georgia, three persons by the Synod of South Georgia and Florida, and two persons by any one of the other Synods connected with the Presbyterian Church in the United States, be, and they are hereby, created a body corporate and politic, to be known under the name and style of the “Board of Visitors of the Thornwell Orphanage,” for the purpose of supporting, maintaining and educating white orphans or children of reputable parentage, one of whom is dead. The Board of Visitors by said name shall have perpetual succession of officers and members, and a common seal, with power to change, alter, and make anew the same, as often as the said Board may deem expedient. The said Board in case any Synod shall fail to appoint representatives as hereinbefore specified may appoint to said office such person or persons as it may select, resident within the bounds of the said Synod, under such provision as it may adopt.

"Sec. 2. That the said Board shall have power to purchase, have, hold, secure, enjoy, possess and retain to itself, in perpetuity or for any term of years, any land, tenements or hereditaments, or any other property of any nature whatsoever, not exceeding the sum of five hundred thousand dollars, or to sell or alien the same, as the Board may see fit; and by its said name to sue and be sued, plead and be impleaded, in any Court of competent jurisdiction in this State, and to make such rules and by-laws for its own government as are not repugnant to the laws of the land, and for the order, good government and management thereof, as may be thought necessary and expedient: Provided, That nothing herein contained shall be construed to authorize the said Board to remove the institution under its direction from the town of Clinton, in Laurens County, without the unanimous consent of the Pastor, Elders and Deacons duly appointed from the Clinton Presbyterian Church. The said Board is authorized hereby to maintain such school or schools of a collegiate, normal and technical character as may be found necessary, and may, under the name of the Thornwell Seminary for Orphans, the Thornwell Mission Training College and the Thornwell Technical Institute, confer such diplomas and degrees as are usual in colleges. That the said Board is prohibited from accepting the guardianship of any child in the institution, either its person or property, except that it may refuse to surrender orphans to any but legally appointed guardians or their surviving parent when its protection is sought by any of its orphans."

Sec. 3. That this Act shall be deemed a Public Act and continue in force until repealed.
