An Act to Authorize the Town Council of Blacksburg to Issue Bonds for the Purpose of Purchasing Lands and Buildings, and of Erecting Buildings and Other Improvements for Educational Purposes Within the Town of Blacksburg, and to Provide for the Interest Accruing Thereon.

Section 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the autherity of the same, That the Town Council of Blacksburg shall have the power, and they are hereby authorized, to issue bonds of the said town of Blacksburg, in the County of York, to the amount of four thousand dollars, for the purpose of erecting or purchasing a school building or buildings and the necessary grounds, improving and furnishing the same, including a teacher's residence, if deemed necessary, within the incorporate limits of said town, said bonds to be issued in such denominations as said Town Council may deem best, and to be payable in twenty years, with interest payable annually at the rate of seven per cent, per annum, and the coupons for said interest, when due, to be receivable in payment of all taxes levied by or due to said town.

Sec. 2. That the money arising from the sale or hypothecation of said bonds shall be used exclusively for the purpose of erecting or purchasing, with the necessary grounds, within the incorporate limits of said town, a school building or buildings, and furnishing the same, improving the grounds thereof, and in erecting thereon a teacher's residence, if deemed necessary, and to these ends shall be expended under the direction and control of said Town Council and the Trustees of the School District of the Town of Blacksburg on such grounds within said town as said Trustees may select: Provided, That the title to such property shall be made to the town of Blacksburg, subject to the condition, however, that the same shall always be used for educational purposes, and under the exclusive management and control of tho Board of Trustees of the School District of Blacksburg.
