An Act to Create a New School District in the Counties of Anderson and Greenville, to be Known as Piedmont Graded School District.

Section 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That for the purpose of maintaining a graded public school at Piedmont, in the County of Greenville, all the land belonging to the Piedmont Manufacturing Company, lying contiguous and on both sides of Saluda River, and in the Counties of Anderson and Greenville, is hereby constituted and declared a new school district, to be known as Piedmont Graded School District.

Sec. 2. That Dr. J. H. Donald, William McKenzie, and W. P. Thomason are hereby appointed the Board of Trustees for said school district for the term of two years and until their successors are appointed by the Superintendent of Education and qualified as such.

Sec. 3. That the said Board of Trustees shall have the following powers and duties: 1st. To discharge the duties of School Trustees and have all the powers, privileges, rights, immunities, and liabilities now possessed by and pertaining to School Trustees. 2d. To determine the studies and class books to be used in the schools of said district. 3d. To elect and dismiss the teachers, prescribe their duties and make all rules and regulations necessary to the government of the said school. 4th. To make an annual report of the schools of this district to the Superintendent of Education on or before the 1st day of October of each year, which shall be forwarded through the office of the School Commissioner of Greenville County, and a copy thereof shall be furnished to the School Commissioners of Greenville and Anderson Counties.

Sec. 4. At the expiration of the term of office of said Trustees, and every two years thereafter, the State Superintendent of Education shall appoint three suitable persons as Trustees, and he shall likewise fill any vacancy which may occur in the Board.

Sec. 5. That the Board of Trustees shall elect from its members a Chairman; also a Secretary and Treasurer. The Chairman shall have authority to call extra meetings of the Board whenever in his judgment it is necessary or whenever two members of the Board shall request him to do so.

Sec. 6. That the School Commissioners of Anderson and Greenville Counties shall, with the said Board of Trustees, have joint authority or jurisdiction over the school or educational interests of the territory comprising the Piedmont Graded School District. Any difference between said School Commissioners shall be settled by the State Superintendent of Education, subject to appeal to the State Board of Examiners. Such school shall be open to all children residing in said district, subject to such restrictions as may be prescribed by the said Trustees and School Commissioners.

Sec. 7. The County Treasurer of the Counties of Anderson and Greenville shall hold all moneys arising from the Constitutional school tax and poll tax to which said school district is entitled under the provisions of law, subject to the warrant of the Board of Trustees of said school district.

Sec. 8. That all Acts or parts of Acts inconsistent with this Act be, and the same are hereby, repealed, in so far as they conflict with the provisions of this Act.
