Section 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That Section 3 of an Act entitled "An Act to provide for the establishment of a new School District in the County of Fairfield, and to authorize the levy and collection of a special school tax therein," approved December 23rd, 1878, be, and the same is hereby, amended by striking out the words "one and one-half mills," in the fourth line of said Section, and inserting in lieu thereof the words "two mills," so that the first paragraph of said Section shall read as follows:

"Section 3. That in addition to the rights and privileges hereinbefore granted, the said School District shall have the power to levy on all real and personal property returned in said District a tax not exceeding two mills on the dollar, subject to the following provisions:"
