The General Assembly of North Carolina do enact: Section 1. That chapter four hundred and twenty-one (421), public laws of eighteen hundred and ninety-seven, be and the same is hereby repealed. Sec. 2. That all laws and clauses of laws in conflict with this Act be and the same are hereby repealed. Sec. 3. That this Act shall be in full force and effect from and after the thirty-first day of May, eighteen hundred and ninety-nine. Ratified the 6th day of March, A.D. 1899. Daniel L.
