The General Assembly of North Carolina do enact:

Section 1. That chapter four hundred and thirty-eight of the public laws of North Carolina of eighteen hundred and ninety-seven be and the same is hereby repealed.

Sec. 2. That this Act shall be in force from and after its ratification.

Ratified the 16th day of February, A.D. 1899.
