The 38th U.S. Congress met in two sessions: 1) December 7, 1863 to July 4, 1894; and 2) December 5, 1864 to March 4, 1865. A Special Session was convened from March 4th to March 14th in 1863. Due to the results of the 1860 U.S. Census, North Carolina was authorized to send only seven (7) delegates to the U.S. House of Representatives. However, since North Carolina had seceded from the Union, no U.S. Congress delegates were elected. North Carolina continued to send delegates to the Confederate Congress. |
